DB Class 491 appeared in 1935 as a vehicle targeting tourists of DRG (German State Railways). In Germany, tourist transport using buses had already started at that time. In order to compete with, a single train with a high degree of operational freedom was required instead of the conventional observation passenger car that required a locomotive. This is how the class 491 was born. At the time of its introduction, there were still few electrified sections, so the operation section was very limited.
